ImageMagick is a robust collection of tools and libraries offered under a usage license to read, write, and manipulate an image in many image formats (over 87 major formats) including popular formats like TIFF, JPEG, PNG, PDF, PhotoCD, and GIF. With ImageMagick you can create images dynamically, making it suitable for Web applications.

Image Enhance – added 8/24/2003

Image Enhance is a small bitmap editor (.bmp and .jpeg) that can you can use to apply effects to your images or enhance them. Among other things, you can adjust the brightness, contrast, sharpen the image, convert it to grayscale or even apply an old photo effect. Image Enhance also offers support for web cam images, allowing you to import an image snapshot directly from your web cam or scanners your and digital camera using TWAIN.

XPaint – added 6/10/2003

XPaint is definitely showing its age, but still has what it takes to compete with MS Paint and Pixia, while not quite a Paint Shop Pro or a Gimp though.

Xart Paint Program is an open source application built from XPaint, xart is a color image editing tool that lets you edit of multiple images simultaneously, and paste imported images. It supports various formats including PPM, XBM, TIFF, jpeg, GIF etc. It includes gradient fills and a quill brush, as well as logical brush modes with which to brush-selective acid
trips for later eye candy.
